ROLES AND RESPONSIBILITIES OF THE INVESTMENT OVERSIGHT COMMITTEE

The Investment Oversight Committee is responsible for ensuring that funds comply with the provisions outlined in the deed, prospectus, internal restrictions, policies, and regulatory requirements.  The Committee meetings are held on a quarterly basis and more frequently when required to approve and decide the following:

  1. Ensure that the fund is managed in accordance with –
    • its deed;
    • its prospectus;
    • the internal investment restrictions and policies; and
    • the requirements prescribed under the UT Guidelines.
  2. Ensure that the investment strategies selected are properly and efficiently implemented by the fund manager.
  3. Actively monitor, measure and evaluate the fund management performance of the fund manager.
  4. Approve the appointment of a broker or dealer.
  5. Approve the policies and procedures governing cross trades.

TAN SRI DATO’ IR. JAMILUS BIN MD HUSSIN (Independent)

B.Sc (Hons ) Civil, M.Sc (Geotech), FIEM, P.Eng, FIVMM, ASEAN Eng

Tan Sri Dato’ Ir. Jamilus Bin Md Hussin is currently the President and Chief Executive Officer of KLIA Consultancy Services Sdn Bhd. He is also the President of the Project Management Institution Malaysia and holds several fellow memberships with Engineering Associations in Malaysia. He is known for spearheading KLIA Consultancy Services Sdn Bhd in the development and successful completion of the KL International Airport (KLIA) construction within the time frame of 7 years.

Prior to the KLIA project, he held numerous key positions in the Government including the Public Work Department (PWD). Among the posts he held were as the PWD State Director of Pahang, Terengganu and Perak. His vast experience includes the formation of policies, organisational development and implementation, project and construction management and facility management of Government properties.

Tan Sri Dato’ Ir. Jamilus Bin Md Hussin also has a keen interest in propagating the professional practice of project management in the industry. He is active in the lecturing circuit by giving lectures and seminars in major local and international conferences. He was officially appointed as an Investment Committee Member on 22 November 2004.

DATUK IR. HAMZAH BIN HASAN (Independent)

B.SC (Civil Engineering) from Glasgow University, United Kingdom.
MSc (Construction Management) from Loughborough University, United Kingdom.

Datuk Ir. Hamzah bin Hasan is a Professional Engineer of the board of Engineers Malaysia, Fellow of Chartered Institute of Building, Royal Institute of Chartered Surveyors, Institution of Engineers Malaysia, Institute of Value Engineering Malaysia, ASEAN Federation of Engineering Organizations and Honorary Fellow of the Project Management Institution of Malaysia.

Prior to the KL International Airport project as Construction Director, Datuk Ir. Hamzah Bin Hasan held numerous key positions in the Public Work Department (PWD). Among the posts he held were as the PWD at the District, State and Federal level.

MOHD FADZLI BIN MOHD ANAS (Non-Independent Director)

BSc (Mathematics) from Clarkson University, USA.
MBA (Finance) from University of Leeds, UK.

Mohd Fadzli Mohd Anas was appointed Chief Executive Officer/ Executive Director of Phillip Mutual Bhd (PMB) on 15 July 2022. He started his career with PhillipCapital Group in Feb 2000 when he joined Phillip Capital Management Sdn Bhd (PCM) as Vice President, whereby his roles included, among others, marketing the investment management services as well as managing clients’ investment portfolio. At the group level, he was also indirectly involved in the marketing of derivatives products for Phillip Futures Sdn Bhd.

Fadzli was subsequently appointed Chief Executive Officer (CEO) of Phillip Mutual Berhad (PMB) on 2 February 2005. In addition to building PMB’s funds’ asset under management (AUM), Fadzli’s tenure at PMB between 2 February 2005 to 31 December 2015 saw the growth of PMB into one of the largest Institutional Unit Trust Adviser (IUTA) in the market with more than 300 Unit Trust Schemes (UTS) and Private Retirement Schemes (PRS) under its distribution from more than 30 Unit Trust Management Companies/ Fund Management Companies/ PRS providers. PMB had also become one of the first in the market to introduce online transaction via its platform namely www.eunittrust.com.my. The PMB business had also expanded nationwide with an increase of 6 branches located in Kota Damansara, Johore Bahru (2 branches), Georgetown, Kuching and Kota Kinabalu.

On 1 January 2016, Fadzli transferred to PCM as Executive Director. His move from PMB to PCM on 1 Jan 2016 strengthened the marketing activities for PCM particularly in the Corporate and Institutional business. He was one of the key persons responsible for the substantial growth of the PCM AUM in the past 6 years.

Fadzli graduated with a B.Sc. (Mathematics) from Clarkson University in New York, and holds an MBA (Finance) from the University of Leeds, United Kingdom.

MR. LIM WEN SHEONG LINUS (Non-Independent)

B.Sc. in Economics and Government, London School of Economics and Political Science.
Master Business Administration, UCLA Anderson.

Mr. Lim Wen Sheong Linus focuses on product development as well as investment strategy. Prior to PhillipCapital, he was at the Investment business of Citibank Asia Pacific. Mr. Lim Wen Sheong Linus has been with PhillipCapital since 2001 where he has been involved in equity research as well as corporate finance both in Singapore and the United Kingdom (UK). Mr. Lim Wen Sheong Linus is a graduate from the London School of Economic and also holds an MBA from the Anderson School of Management at University of California, Los Angeles (“UCLA”). Mr. Lim Wen Sheong Linus was officially appointed as an Investment Committee member on 6 January 2014.

MR. JEFFREY LEE CHAY KHIONG (Alternate Director)

B.Eng (Hons) in Chemical Engineering, National University of Singapore.

Mr. Jeffrey Lee Chay Khiong is the Managing Director and Chief Investment Officer of Phillip Capital Management (S) Ltd. Prior to his current role, Mr. Jeffrey Lee was a Director of Investment at AIB Govett (Asia) Ltd and held senior investment manager positions at DBS Bank and Mitsubishi Corporation Group. Additionally, he has served on the Board of Directors of a number of companies within the DBS Bank and PhillipCapital, as well as several venture capital investment companies. Mr. Jeffrey Lee Chay Khiong’s fund management experience spans several investment cycles. His track record includes a number of highly rated unit trusts in the Asia Pacific and Global Funds category.

A Chartered Financial Analyst (CFA) since 1990, he obtained his Bachelor’s (Honours) degree in Chemical Engineering from the National University of Singapore in 1985 on a Public Service Commission Merit Scholarship. He was appointed as the Non-Independent Director on 8 March 2004.
